On September 20, 1994, cowboy Phillip Brooks was riding in the hills of Eastern Oregon, when he was shot through the heart with a bullet fired from a high-powered rifle. Oregon State Police conducted a flawed investigation, focusing solely on the son of the adjacent ranch owner, while excluding the couple who had the hunting rights to the property where the body was found by a Warm Springs tracking team.
A Grand Jury was convened and the only witnesses who took the Fifth Amendment and refused to testify on the grounds they might incriminate themselves in the murder, was the couple, Mike and Roetta Williams. Eventually Mike Williams stood trial and was found guilty of perjury and served time in prison. His conviction was based on the fact he knew the caliber of the weapon used in the murder – a fact only the killer, or an accomplice, would have known at that time.
